Pimpri: The deputation of more than a certain number of officers in Pimpri-Chinchwad Municipal Corporation should be canceled immediately. Also, justice should be done to the experienced and expert officers of the corporation. BJP city president and MLA Mahesh Landage has demanded that one should not be deprived of the right to promotion.
State Chief Minister Eknath Shinde has given a statement in this regard. It said that in Pimpri-Chinchwad Municipal Corporation, government officials are appointed on deputation to important posts in Group-A category. The government has fixed a fixed amount for each category. A total of 14 Assistant Commissioner posts have been sanctioned in the Municipal Corporation. As per the rules, 50 per cent of them i.e. 7 posts are appointed by the state government on deputation. However, 8 Assistant Commissioners have been appointed in Pimpri-Chinchwad Municipal Corporation by deputation from the State Government. Although there is no such provision on government deputation for the cadre of administrative officers, four posts in the Municipal Corporation have been given on deputation to the officers of the State Government. A total of 10 posts have been sanctioned for the post of Deputy Commissioner, out of which 5 posts were expected to be appointed by the State Government. However, 7 posts have been appointed there. Although there is no provision of government deputation for the post of co-city engineer, 1 officer has been appointed.
The responsibility of all the important departments in the corporation is being handed over to the newly appointed officers of the government. That is, officers who do not have experience in working in the corporation. Apart from this, there are 03 additional commissioners in the corporation. In this 02 additional commissioners of government and 01 additional commissioner of NMC are working. While allocating work to these officers, all the important departments have been assigned to the Additional Commissioner of the Government.
Thus, the officers in the municipal cadre have to be deprived of their promotion rights at all levels. This has created an atmosphere of dissatisfaction among the municipal officials. As a result, the city’s development work is being hampered. MLA Landage also said that due to all the above, even though there are qualified, expert, experienced, senior and sufficient officers available for promotion in the corporation, they have to be deprived of the right to justice for promotion.
Will ‘those’ eight officers return to the state government?
Also, government officials should not be appointed in the corporation in an irregular manner and in excess of the limits fixed by the government and such officers should not be appointed without depriving the corporation officials of their rights. As per the terms and conditions, a total of 8 officers have been recruited in Pimpri-Chinchwad Municipal Corporation from the state government in additional form. Therefore, MLA Landage has demanded that the concerned officers should be immediately reinstated in the state service and the order regarding the appointment of competent officers of the Municipal Corporation should be issued to the Commissioner. Therefore, it is likely that a total of 8 officers of NMC will now return to the service of the state government. It is hoped that experienced officers of the corporation will be promoted there.
