Due to political apathy, the water supply plan of Uruli Kanchan and Kadamwakwasti remains on paper

The water supply plan to Uruli Kanchan and Kadamwakwasti Gram Panchayat has been completed only on paper. Nothing actually. The citizens of Uruli Kanchan and Kadamwakwasti Gram Panchayat have started discussing among themselves whether the water supply scheme has been stolen or not. Therefore, the local citizens are demanding an investigation. Kadamwakwasti and Uruli Kanchan Gram Panchayats were inspected by the officials of the concerned department as per the demand of the citizens and the preliminary scheme was implemented. Considering the increase in population, the work was sanctioned. But due to the sloppy management of the administration, the citizens have started expressing their displeasure as the said plan remained on paper.

The then sarpanch Santosh alias Pappu Kanchan informed that the Uruli Kanchan (now Haveli) Gram Panchayat has received government approval of Rs 79 crore 53 lakh funds under Jal Jeevan Mission programme. Sarpanch Gauri Gaikwad informed that the Kadamwakwasti Gram Panchayat has received government approval of Rs 89 crore 97 lakh funds under Jal Jeevan Mission programme. The per capita cost of tap water supply scheme at Uruli Kanchan is more than the prescribed criteria. Also the cost of the scheme is more than Rs 5 crore. Therefore, the proposal for approving the said tap water supply scheme was submitted by the Chief Engineer, Maharashtra Life Authority, Regional Division Pune under Reference No. 09 for approval of the Government.

Accordingly, administrative approval has been given to the gross price budget and plan of the Tap Water Government Decision Supply Scheme with a capacity of 55 liters per capita per day at Rs. After the actual completion of the scheme, the concerned Executive Engineer, Maharashtra Life Authority/Zilla Parishad and concerned Gram Panchayat officials should conduct a joint inspection of the scheme and if any defects are found during such inspection, they should be rectified before handing over the scheme. After completion of implementation of the 2nd plan, it will be up to the contractor to run the plan for at least 1 year. It was said in the circular.

The proposed Uruli Kanchan Tap Water Supply Scheme was approved in the Technical Scrutiny Committee meeting on 6th December, 2021 under the Chairmanship of Chief Engineer, Maharashtra Life Authority, Regional Division, Pune and Member Secretary, Maharashtra Life Authority. The issue of giving administrative approval under Jal Jeevan Mission program to the budget of 79 crores 53 lakhs 2 thousand (eighty nine crores fifty three lakhs two thousand only) (Dhobal) through tap water supply scheme was under the consideration of the government. Accordingly this plan was approved.

Meanwhile, why are the schemes of both these Gram Panchayats not taking off. Also, as the timing of the water scheme has not started, the locals will have to face the water problem this summer as well. It is being demanded that Gram Panchayat should start follow-up to complete this scheme immediately. Rajendra Kanchan, sarpanch of Uruli Kanchan said, “The officials of the concerned department have conducted an inspection. The work order has been made and the work will be started next month. Also, once the Bhumi Poojan of the said work is done, the work will start immediately.” Gauri Gaikwad, Sarpanch of Kadamwakwasti said, “Administrative approval has been granted subject to fulfillment of terms and conditions under Jal Jeevan Mission programme. Officials of the concerned department have inspected. The work order has been made and the work will be started next month. The scheme will be launched within a month.”
