Since the petitioners are in the business of plotting, they have not registered a deed of purchase for the plot, row house, sold to the customer. The petitioner had sought cancellation of both the circulars as it was against the law, with the administration taking a stand that it would not register the purchase deed without the Collector’s ‘No Objection’ certificate. Following the hearing, the court quashed the circular dated July 12 and Rule 44 (1) (I) and ordered that the document for registration should not be rejected due to the circular. Adv.
