Pimpri: The ward structure prepared for the upcoming general elections of Pimpri Chinchwad Municipal Corporation has become chaotic and irregular. It has become clear that wards were formed under political interference and pressure in the electoral system. Therefore, the former chairman of the standing committee of Pimpri Chinchwad Municipal Corporation, Vilas Madigeri, on behalf of the BJP, opposed this ward formation. Has appealed to the High Court. The petition filed by him in the Mumbai High Court will be heard on Wednesday, May 25, 2022.

After the commencement of ward formation work by Pimpri Chinchwad Municipal Corporation and also after repeated written complaints and objections, no justice was received from Pimpri Chinchwad Municipal Corporation and State Electoral System. Therefore, finally regarding the ward composition of Pimpri Chinchwad Municipal Corporation, Vilas Madigeri asked Senior Adv. SM Ghorwadkar and Adv. Through Hrithik Joshi, Hon. Has filed a petition in the High Court challenging it.

On the petition filed regarding the formation of wards, on 25th May, 2022, Hon. Judge Shri. P. D. Naik and Ma. The hearing will be held before Judge Shri Abhay Ahuja. Giving information about this petition, Vilas Madigeri said that as per the order of State Election Commission, Pimpri Chinchwad Municipal Corporation published the draft ward composition on February 1, 2022. 3 months before the publication of the draft ward structure, ie on 25th November 2021, the existing ward no. Had done. Without taking any notice of it, as per the suspicion expressed on 25/11/2021, Sector 1 in Ward No. 8, Gawalimatha and all other parts were divided into three parts. Also, excluding the entire area of ​​Sector 1, excluding the entire area of ​​Sector 2, new part Vitthalnagar, Landewadi slums were added.

Following this complaint, the State Election Commission informed me in writing to object to the draft ward composition. Accordingly, objections were lodged on 14/2 on the basis of 15 points with evidence violating the rules of State Election Commission on the draft ward composition but in reality it was clear that no concrete objections were taken into consideration in the final ward composition published on 13 May 2022. From this whole matter, it is clear that Pimpri Chinchwad Municipal Commissioner Rajesh Patil and his entire system have formed the wards for the election under immense pressure. Due to political interference, the wards were demolished in an illegal manner. Despite the written complaint of violation of privacy due to this irregularity, nothing was noticed. He has to appeal to the High Court. Ma. Vilas Madigeri is confident that the High Court will give us justice on the basis of all the evidence and information and will address the misconduct of Pimpri Chinchwad Municipal Corporation.

1) Powers of the State Election Commission. Also, the Supreme Court has not suspended or repealed the bill of the state government till date. Therefore, the State Election Commission does not have the authority to announce the composition of wards. Therefore, it is demanded in the petition to cancel the entire ward structure.

2) There is no provision in the rules to change the reservation after the draft but there was no SC reservation in Ward 2. The SC reservation has been changed with the intention of keeping someone in view.

3) ST reservation in Ward 5 has been deliberately reduced from ST reservation 5 keeping in view someone. To remove this ST reservation, 5154 population has been shifted from Ward 5 to Ward 7. Therefore, the population of 7 is expected to be 41017, which is more than 10 percent of the average. But it has increased by 1234. This means that the population of 42,251 is a violation of the rules.

State government will be in trouble due to ward formation: Vilas Madigeri

On 11 March 2022, the state government amended the Maharashtra Municipal Corporation Act 5 (3) and removed the powers of ward formation from the commission and handed it over to the state government. As such, the commission does not have the power to finalize new wards and hold elections accordingly. In this case, Ujwal Keskar from Pune has already filed a PIL against Hon. Has been challenged in the High Court. In this context, Hon. The High Court has asked the state government to clarify the role on 24/5/22. The ward structure and the state government are in trouble due to this law. However, Pimpri Chinchwad Municipal Corporation has not complied with the rules and regulations while forming wards. As a result, the entire system will be in trouble and they will have to face the judicial process, said Vilas Madigeri, who will get justice from the judiciary.
