As the taxation and tax collection department of Pimpri-Chinchwad Municipal Corporation is constantly experimenting with new methods for tax collection, a large amount of tax is accumulating in the treasury. Now the task of tax collection has been given to a third-party Shalaka team (savings group). The incentive amount will be given to this group and this issue has been approved by the administrator and commissioner Rajesh Patil in the standing committee meeting held (Friday).

This decision is very revolutionary and the work has been given to a third-party Shalaka team on an experimental basis for three months. After seeing the work of this team, the next decision will be taken after three months, said Nilesh Deshmukh, the head of the department. 5 lakh 77 thousand income is recorded in Pimpri-Chinchwad city. The property owners have paid about three hundred crores of tax in four months.

Giving information about this, Assistant Commissioner of Taxation and Tax Collection Department, Nilesh Deshmukh said, various activities are being implemented on behalf of the Municipal Corporation to accommodate the deprived and neglected sections of the society and empower them. On the occasion of the Amrit Jubilee year of independence, the Municipal Corporation has undertaken a tertiary rehabilitation program. Municipal Commissioner Rajesh Patil is adamant about this and has always tried to find out what can be done to accommodate such disadvantaged groups. Under this programme, the municipal corporation has included third parties like municipal security guards, green marshal team, river conservation. He has been appointed for various works in health, park department etc. A pension scheme has been implemented for them.

The Municipal Corporation has made efforts to bring third parties into the stream in real terms. Pimpri Municipality has become the first municipality in the country to provide employment to third parties. Now a third party self-help group has been given the task of tax collection. There will be two teams of 5 members each. The team has been named Shalaka. This team has been given 12 days training through NGO ‘Light House’. A dress code has been made mandatory for every member. Also, training has been given twice by the tax collection department. On August 16, they will be trained again throughout the day. The team will be given a vehicle by the municipality. The list of defaulters will be given to this team. Initially, the task of recovery of business arrears of income holders will be given. Initially, the team will be accompanied by municipal employees. Also they have to communicate with the property holders in a professional manner and recover. If this experiment is successful, more self-help groups will be included in it. Assistant Commissioner Deshmukh said that although the task of tax collection has been given at present, considering the efficiency and educational quality of the third parties involved in the Shalaka team, they are under consideration to assign various tasks along with new taxation.

Collection of property tax arrears of property owners in the city except in cash by cheque, demand draft, RTGS, NFT. Through this, the task of collecting and depositing the tax in the treasury of the tax collection divisional office will be done by this third party team. The Shalaka team will be paid from income tax recovery expenses for the work.

Such will be the incentive amount

# Upto 1 crore – 1 percent

# From 1 to 5 crore – 0.75 percent

# Beyond 5 crore – 0.50 percent

Adoption of ‘Ya’ Trisutra by Municipal Corporation for third parties – Deshmukh

A third (Defense Act 2019) has been passed by the country’s parliament. However, in 2013, the Supreme Court gave an important decision for the rights of third parties. In line with this, the Third Party Protection Act Bill was introduced in the Rajya Sabha by the then Tamil Nadu DMK MP Thiruchi Siva in 2014. This bill was passed in the Rajya Sabha in 2015. Subsequently, the central government brought its own bill on the subject. After a detailed discussion on the bill, the bill was passed by voice vote on 5th August 2019. According to this, the central government, along with the state government is also taking care of the self-esteem of the third parties. Pimpri Municipal Corporation has taken the historic decision of tax collection only to provide livelihood to them. Assistant Commissioner Deshmukh said that the Pimpri Municipal Corporation is following the three principles of improving their self-respect, involving them in the mainstream, and providing them with means of livelihood.
